Sheila founded Win Together in 2020 to build cultures of performance excellence in government by engaging people and applying the principles of continuous improvement. She brings a wealth of experience from her 35-year career in the private sector leading transformational work in operations, technology, and enabling functions as an executive in the financial services industry. Sheila was named to the Shingo Institute's Executive Advisory Board in 2015. She serves as a speaker and benchmarking research partner for various process excellence organizations in the public and private sectors.

Sheila has a master's degree in Government from Harvard University, and a bachelor's degree in English Composition and Language Studies from the University of North Texas. She holds several professional certifications including Chartered Financial Consultant from the American College and is a Certified Birkman Professional. She also proudly serves her own community as a local elected official.
