John has a passion for operational excellence and has led teams to achieve transformational results throughout his 31 years at the State of Illinois. He has held executive leadership roles in the Department of Central Management Services (the state’s centralized operations unit) and the Department of Transformation, where he led the department to the first successful ISO 9001 certification of a state transportation agency in the nation.
John is a registered professional engineer with more than 25 years of experience in the planning, design and construction of large multi-disciplinary civil engineering transportation projects. John is an award-winning public speaker and the author of the book Making Government Great Again: Mapping the Road to Success with ISO 9001. John has been a member of the ASQ Government Division Leadership Council since 2011 and served as Chair of the Division from 2014 – 2016.
